MR. NORRISON I. QUAKERS, SAN is an astute legal practitioner and one of the leading progressive voices in Nigeria. He is a public commentator and analyst of repute; a prolific writer who also consults for foreign courts on matters pertaining to the Nigerian legal system and other knotty and critical legal issues.

ACADEMIC BACKGROUND

He obtained his LLB from the Lagos State University in 1990 and afterwards proceeded to obtain his B.L. from the Nigerian Law School, Lagos in 1991. He was conferred with the rank of Senior Advocate of Nigeria in 2011.



ACHIEVEMENTS

He has been identified as one of the top 100 lawyers in Nigeria in City Lawyer Publishers. He is a Fellow, of the Nigerian Chartered Institute of Arbitrators (FCIArb), Fellow of the Chartered Institute of Freight Forwarders of Nigeria and was the Secretary to the National working group on the review of the Law of Evidence and Administration of Justice in Nigeria.

He is a notary public of the Federal Republic of Nigeria as well as a member of several professional bodies including but not limited to the Maritime Arbitration Association of Nigeria (MAAN), and the Nigerian Maritime Law Association. He is a key contributor to The Maritime Newsletter and some of his publications include but are not limited to Law of Evidence Reforms, Legal Enforcement, and Institutional Reforms to Combat Corruption.

Some of his representative experience which cut across his various areas of specialization and key interests include:

  • Lead Counsel in various high-profile matters such as the Qua-Iboe Terminal Pipeline Rupture oil spill, Exxon Mobil oil spill dispute and Mobil v. LASEPA (an environmental impact assessment suit).
  • Involvement in various Arbitral proceedings in his capacity as an Arbitrator and as Counsel.
  • Consults on and provides legal advisory services to Federal, State and Local governments such as Ekiti State government under His Excellency Kayode Fayemi and Abia State government under His Excellency Theodore Orji Uzor-Kalu.
  • Consults to foreign courts on Nigerian Legal system and Jurisprudence.
  • Provided structural and regulatory advice, and documentation for new-entrant aviation companies, including restructuring of share options, documentation of employment agreements, restricted stock agreements, and agreements governing investor rights and rights of first refusal and co-sale.
  • Consulted and was involved in the drafting of the aviation manual for the Nigerian Civil Aviation Authority.
  • Consults in public interest law and is currently the lead counsel in a public interest matter involving major Lagos State and Federal governments’ parastatals.
  • Provided advisory memoranda and regulatory interpretations for a client proposing to serve as a regulator of a foremost African shipping line.
  • Provides advisory legal services and preparation of securitization documents for banks and other financial institutions.
  • Provides legal and investment advisory services to high net worth individuals and corporations.
  • Handled numerous private placements for oil marketing, services and manufacturing companies, including disclosure and securities compliance.
  • Provides advisory services and legal representation on mergers & acquisitions, lending, project finance and capital markets (debt and equity) transactions, and on dealings with agents, distributors and other third parties. This includes conducting due diligence, drafting, and negotiating appropriate contractual protections, and setting in place operational, compliance and auditing protocols.
